Students in public secondary schools and tertiary institutions across Nigeria are still waiting to access the Federal Government’s promised 100MB of free daily internet data, following the rollout of its educational connectivity initiative on October 1, 2026.
The Nigerian Communications Commission (NCC) has clarified that the free data allowance is not a general-purpose internet bundle, as access is restricted to approved educational websites and digital learning platforms under the government’s Zero-Rated Data Access to Approved Educational Platforms and Content Initiative.
The Federal Government had announced that eligible students would begin receiving the daily data allowance from October 1 as part of efforts to improve digital learning, expand access to educational resources and reduce the cost of internet connectivity for students.
In a statement shared on its official X (formerly Twitter) account, the NCC said the initiative was being implemented in collaboration with the Association of Licensed Telecoms Operators of Nigeria (ALTON) and the Federal Ministry of Education.
According to the commission, the programme is designed to provide students with affordable access to digital educational resources while supporting technology-driven learning across the country.
However, despite the announced commencement date, some students and parents have expressed concerns over their inability to access the promised free data.
A final-year Microbiology student at the University of Abuja, Victor Aondo, said he had repeatedly checked his phone for the data allowance but had yet to receive any allocation.
He explained that he had also contacted some of his colleagues to find out whether they had received the benefit, but none of them had reported accessing the free data.
Similarly, Theresa Moji, a parent of an SS3 student at St Winifred Girls Secondary School, Ihugh, said she had attempted to help her daughter register for or access the initiative without success.
The concerns have raised questions among students and parents about how the programme works, the eligibility requirements and the process for accessing the daily data allowance.
NCC Clarifies How FG’s 100MB Free Data Will Work
The NCC has emphasised that the 100MB daily allowance is exclusively intended for approved educational platforms and should not be mistaken for a conventional mobile internet subscription.
The commission explained that eligible platforms include Learning Management Systems (LMS), digital libraries, educational repositories, teacher development platforms, and technical and vocational training platforms.
Under the arrangement, students will be able to access participating educational websites and digital learning resources without using their regular mobile data, subject to the programme’s implementation and eligibility conditions.
However, the allocation cannot be used freely for WhatsApp, TikTok, Instagram, YouTube or general internet browsing unless the specific platform or relevant internet traffic has been approved under the initiative.
The NCC further stated that the Federal Ministry of Education and the commission would jointly assess, approve and whitelist educational platforms eligible to participate in the programme.
FG’s Free Data Initiative Targets Digital Education
The Zero-Rated Data Access Initiative is designed to address internet affordability challenges affecting students in Nigeria, particularly those who rely on digital resources for academic research, online lessons, assignments and other educational activities.
By providing free access to approved learning platforms, the government aims to expand digital inclusion and make educational resources more accessible to students in public secondary schools and tertiary institutions.
The framework also incorporates safeguards relating to net neutrality, fair competition, child protection, cybersecurity, consumer protection and data privacy.
While the initiative is expected to support digital learning, the initial reports from students and parents highlight concerns about access and the practical implementation of the programme following its announced launch.
As students await further access to the benefit, the NCC’s clarification indicates that the scheme will operate within a restricted educational ecosystem rather than provide unrestricted daily internet data.
Students and parents may therefore need to confirm the eligibility requirements and availability of approved platforms through official NCC and Federal Ministry of Education communications.
