Meta to Introduce WhatsApp Business Per-Message Charges From October 1, 2026

Meta is set to introduce a new pricing structure for the WhatsApp Business Platform, ending the free tier for service messages and utility messages delivered within the 24-hour customer service window from October 1, 2026. The move will affect businesses that use the platform’s API to communicate with customers, introducing per-message charges for customer support replies and utility notifications.

Under the new pricing model, non-template service messages sent by human customer support executives or third-party AI tools will attract standard local utility rates. In India, the charge is fixed at ₹0.115 per delivered message, excluding GST, with no volume-based discounts. However, each business phone number will receive a monthly allowance of 1,000 free service messages, after which additional delivered messages will be billed.

Utility messages sent within the 24-hour customer service window will also lose their free status and become chargeable from the first delivered message. The changes mark a significant shift in Meta’s WhatsApp Business monetisation strategy, reversing the free service messaging policy introduced in November 2024 and the utility message exemptions implemented in July 2025.

Meta Warns WhatsApp Business API Users Over New Billing Rules

Meta has warned businesses using the WhatsApp Business Platform API to add a valid payment method to their accounts by September 30, 2026. Enterprise accounts that fail to comply could experience immediate disruptions to service message delivery when the new billing rules take effect.

The revised pricing structure is designed to monetise customer support conversations conducted through the platform, including replies generated by human agents and third-party artificial intelligence tools. Businesses that handle large volumes of customer enquiries may need to reassess their messaging budgets and customer support operations to accommodate the additional costs.

Meta Business Agent Messages to Retain Token-Based Pricing

Messages generated through Meta’s native Business Agent Platform will continue to follow a separate token-based pricing model. Launched on July 1, 2026, with billing beginning on August 1, the platform charges $2.00, approximately ₹189, per million tokens consumed.

A typical Meta Business Agent interaction is estimated to consume between 20,000 and 25,000 tokens per message, translating to an estimated cost of ₹3.80 to ₹4.70 per reply. A basic four-message exchange could cost between ₹15 and ₹19, while more complex ten-message conversational threads could reach approximately ₹47.

Meta has also confirmed that each outgoing message will be assigned to a single billing category to prevent businesses from being charged twice for the same message.

72-Hour Free Entry Point Window to Remain Available

Despite the introduction of the new charges, Meta will retain the 72-hour free entry point window for qualifying conversations initiated through Click-to-WhatsApp advertisements or Facebook Page action buttons.

Standard replies sent by businesses during this period will remain free, provided the business responds within the 24-hour customer service window. However, messages generated through Meta Business Agent will continue to attract token-based charges, even when sent during the free entry point window.

The distinction means businesses using Meta’s native AI tools will still need to account for token consumption, regardless of whether a conversation qualifies for free standard messaging.

New WhatsApp Business Charges Will Not Affect Regular Users

Meta’s updated commercial terms will apply exclusively to businesses using the WhatsApp Business Platform API. Regular WhatsApp users and businesses using the free WhatsApp Business mobile application will not be affected by the new per-message billing rules.

The changes are expected to have the greatest financial impact on enterprises, customer support centres and businesses that rely heavily on automated messaging, third-party AI assistants and high-volume customer interactions.

With the October 1, 2026, implementation date, businesses using the API will need to review their messaging volumes, payment configurations and AI-powered customer support costs to prepare for the revised pricing structure.
